NC Republicans enacted the fewest laws in modern state history this year and over the biennium. It came despite a regained supermajority and more roll call votes than the prior legislative session.

House Speaker Tim Moore and Senate leader Phil Berger tangled throughout the 2023-2024 session, contributing to the least productive session in modern North Carolina political history.

Let’s be clear from the outset: There are many ways to measure productivity. And no single definition is going to receive universal agreement.

This analysis will inevitably get pushback from both sides of the aisle, with Republicans touting policy accomplishments and Democrats complaining about the many things Republicans did that they find harmful.

But if folks look at the raw numbers, it’s clear the 2023-2024 session was historically unproductive.

So how should one measure productivity? Do you look at the impact of bills passed? The number of days spent in the building? The amount of money spent?

To me, numbers best tell the story. And if you want to quantify productivity, the best indicator is the number of laws enacted.
